农村合作治理要求各治理主体均衡发展。一要增强农民教育培训内容的系统性和针对性。提高农民综合素质;二要加强政府引导、市场培育、科技保障、风险防范,培育各种新型经济组织;三要重塑治理理念、优化服务职能、转变服务方式、创新治理机制,提高基层政府公共治理能力;四要积极培育农村非政府公共组织,充分发挥其利益表达和实现、行为自律和协调、政府与社会互动,增进社会资本的载体作用。

The key to improve cooperative governance in rural areas is that the governance subjects develop harmo- niously.Firstly,we must make the educational contents more systematic and directed against the peasants,improve farmers'comprehensive quality.Secondly,we must foster new enterprises by government-leading,cultivating the market,providing technology,being on guard risks.The third,we must reform the ideas of governance,optimize the functions of government,change the service ways,bring forth new system of governance to improve the governance capability of local governments.Lastly,we must cultivate non-profit organizations,giving full play to their functions of expressing and realizing the interests,self-restraining and coordinating the behaviors,exchanging opinions be- tween goverments and societies,improving social capitals.
