重庆城乡统筹与库区发展的思路优化及创新

Optimized Thinking and Innovation on the Urban and Rural Harmonious Development of Chongqing and Development of Reservoir Area

三峡库区在重庆统筹城乡发展中具有特别重要的地位。在重庆及库区存在多种制约因素的情况下,尤需要大胆地创新。以土地制度创新作为重庆统筹城乡综合配套改革试验的突破口;在库区推行"林重于耕"的政策:适应库区特点,探索低成本生态城市建设途径;采取"软整理"换"硬投资"办法,谋建内陆最大"生态岛城";通过"教育移民",实现库区人口进一步规模化外迁;以规划目标为依据,实行"双限"税收优惠政策。

The reservoir area of Three Gorges plays a very important role in the urban and rural harmonious develop- ment.Under various constraints,the development shall be taken innovatively.The experiment of national reform trial area for overall support and plan between urban and rural area should take the land system innovation as the breach; pursue the policy of 'planting prior to ploughing' in the reservoir area;adapt to the characteristics of reservoir area, and explore the low-cost way to constructing ecological city;shift from 'material investment' to 'non-material in- vestment',in order to build the largest inland ecological island city;realize further the large-scale relocation by ed- ucating relocated person;basing on the planning objectives,adjust the preferential policy.
