统筹城乡视野的社会保障制度的构建

Construction of Social Security System on Urban and Rural Outlook

"让所有人享有保障"是城乡统筹社会保障制度建设的目标。重庆市已实施的社会保障制度虽卓有成效,但还存在农民的养老保障基本缺失、农村新型合作医疗制度亟需完善、农民工的社会保障覆盖率低、城乡社会救助体系不健全等突出问题。因此,必须加快构建城乡一体化的基本养老保险制度、医疗保障制度、社会求助体系等社会保障制度,使城乡全体社会成员老有所养、病有所医、困有所助。

The aim of urban and rural social security system is to let all the citizens have enough supply.Even though local governors have made fruitful efforts in Chongqing,some problems still exist,such as,absence of farmers' en- dowment insurance,shortages of the new cooperate medical system in countryside,low percent of social insurance coverage for off-farm workers,and insufficiency of rural social assistance system,etc.All these problems need to be resolved to construct the basic endowment,medical security,and assistance systems for the integration of urban and rural areas.
