环境纠纷行政处理制度具有较强的发展前景和较广的发展空间。为更好地确立环境纠纷行政处理制度.需完善环境行政复议制度、环境行政调解制度和环境行政裁决制度,增加环境行政指导制度,突显环境纠纷的投诉制度.建立公众参与机制和环境污染损害的风险赔偿基金及责任保险制度。目前,完善环境纠纷行政处理制度最为迫切也是最为根本的任务是制定《环境纠纷处理法》。

Administration system of environment dispute has good prospect and great developing space.To establish the system,we need to perfect the reconsideration regulations,the mediative system and the judge system of environ- ment dispute,to increase the guide system,to display mainly the complaint system.we need to found the public par- ticipating mechanism,and the indemnity for risk fund and liability insurance of environmental pollution.The most urgent and essential is to make up law,clarifies the content and procedure of handling environment dispute.
