现阶段,回应性治理表现出与城乡社会保障实践高度的内在契合。针对社会保障的碎片化困境,应在回应性治理上嵌入前瞻性因素,从碎片化走向一体化。进而建立健全城乡社会保障体系。

Currently,the responsive governance is greatly interactive with contemporary construction of the social welfare in the overall arrangement of rural and urban areas.As to the dilemma of fragmentation of social welfare, in order to set up overall rural and urban insurance system,the responsive governance should be foresighted,and change from fragmentation to intergration.
