It is difficult for government to make a choice from equity or efficiency in policy making.The Govern- ment's public policy should be based on social values at different stages of development and should be adjusted ac- cording to current conditons.The best public policy,which is abided the principle of the optimized combination of efficiency with equity,should be these which could give more priority to the vulnerable segments of society,at the same time could promote social development,and benefit to live up to social harmony and make progress.
