从城乡教育的全面发展和长期目标来看,加大农村教育经费投入、实施远程教育工程、建立城乡教师双向流动制度和打造教育园区的方式有许多不足之处,而结合农村地区特点,通过政府的"统筹统管",建立健全教育资源优化配置的长效机制,结合新农村建设统筹城乡教育,以逐步实现城乡教育的长期均衡、全面发展的目的。

For the sake of the overall development and long-term goals of education,it has some shortages to increas- ingly sponsor the education in rural areas,to carry out long distance education projects,and to establish teachers ex- change sytem in urban and rural areas as well as to create educational parks.Only if we,establish a long-term mechanism for the optimized allocation in educational resources to govern and make overall plans,and continuously improve the mechanism,and only if we turn rural areas into coordinated development of urban and rural education, can we achieve the goal of the long-term balance and comprehensive development of urban and rural education.
