欧盟《木材法案》对中国外向型林业企业的影响分析

Study on the Impact of The EU Timber Regulation on Export - oriented Forestry Enterprises of China

欧盟是中国木材及木制品的重要消费市场,欧洲《木材法案》的出台改变了木材国际贸易规则,进而波及到中国的木材产业及贸易。文章在对《木材法案》立法背景及内容研究基础上,结合中国木材产业现状分析认为该法案会从原材料来源、企业经营成本和国际相对竞争力三个方面影响中国木材产业的发展,并从政府绿色采购、行业协会引导、原材料替代等角度提出政策建议。

EU is an important consumer of Chinese timber and timber products.As the international timber trade rules are changed with the publication of the EU Timber Regulation,China's timber industry and trade will be involved and greatly affected.Based on the study of the regulation's legislative background and content and combined with the analysis of the status quo of China's timber industry,this paper come to the conclusion that the implementation of the regulation will affect the development of the industry in three aspects.They are raw material source,operating cost and competitive capacity. This paper,then,put forwards suggestions on how to deal with this from perspectives of Government Green Procurement, guidance of industry association,substitution of raw materials,etc.
