在对公路建设项目次生环境影响进行阐述的基础上,提出公路次生环境影响评价的基本分析框架。建立公路建设项目次生环境影响评价的指标体系,包括社会经济环境指标体系和自然环境指标体系两个部分,同时,阐明公路次生环境影响评价的三阶段评价程序,为项目决策提供参考。

On the basis of defining the secondary environmental impact of road construction project,the assessment framework of secondary environmental impact has been constructed.The indicator system has been established which consists of two related parts-the social economic environment indicator system and the natural environment indicator system.Moreover,this thesis sets forth that the assessment can be divided into three procedures,which provides reference to the project decision.
