摘要
本文在总结目前我国科技公共服务网络平台建设和运用中存在问题的基础上,结合近年来云南加强大型科学仪器设备共建共享推广应用的实践,分析了"创新驱动"下科技公共服务网络平台的运行机制与管理特征,提出"健全科技公共服务网络平台管理制度,以创新服务管理和服务模式为主要手段,以提升科技服务能力为基本支撑,突出平台建设和示范带动作用",有效提高科技公共服务水平的管理方法和创新思路。
Based on the analysis of the problems existing in the construction and appbcation of public service network of science and technology in China,reviewing the experiences in the joint construction and appbcation of large-scale scientific instruments and equipments in Yunnan,this article makes analyses on the operation mechanism and management styles for the public service network of science and technology which is built under the principle of ' innovation-driven',puts forward the management mode and innovative concept featuring ' optimizing administration system for the pubbc service network of science and technology,emphasizing the network construction and its function in demonstration and extension through the innovation of service management and service mode,and with the fundamental support from the improvement of scientific and technological service capabihties',so as to effectively elevate the public service level of scientific and technology.
