农村土地征用中村民社会保障模式探析——以杭州萧山区荣星村的探索实践为例

Analysis of Social Security Models For Villagers in Rural Land Requisition——Based on the Analysis of Rongxing Villlage in Xiaoshan

随着城市化的发展,征用农用土地现已是普遍现象。本文对比国内外被征地者的利益保障模式,从解决失地农民的利益保障问题出发,以萧山区荣星村的实践为例,对土地征用过程中旨在保障村民切身利益的社会保障体系及涉及的资金运行模式进行实证分析,并进一步研究现有社会保障模式存在的问题及完善措施,为农村土地征用中社会保障模式的建立和完善提供理论参考和实例支持。

With the development of urbanization,expropriating agricultural land has become a common phenomenon.This paper compares domestic interese protection mode with abroad for villagers losing farmland,starting from solving the interese protection problem of the villagers.Based on the analysis of Rongxing Villlage in Xiaoshan,the article in - depth analyses the social security systerm and relevant fund operating mode in process of land requisition by field survey,then further study the problems of the existing social security models and put forward improvement measures,so as to provide theoretical reference and practice support for establishment and improvement of social security models in rural land requisition.
