国有林区林权制度改革研究--以伊春林权制度改革试点为例

论述了国有林区林权制度改革取得的阶段性成果,即实现了森林资源管理体制的创新;森林资源得到了有效保护;造林质量明显提高、森林面积和蓄积不断增加;承包职工经济收入逐步提高,社会效益非常显著。提出目前林权制度迫切需要解决的问题,并针对存在的问题提出了解决方案,即以市场化为中心,推进配套体系建设;维护公平、公正的林改原则,扩大试点面积;实现投资主体的多元化,引进战略投资者;因地制宜,探索林地承包经营的多种模式;遵循市场规律,建立健全林权流转制度。

Discussing the stage achievement of forest right system reform of state - owned forest region,for example,realizing the innovation of forest resource management mechanism for protecting forest resource,the forest area and stock increasing obviously and quality improving,the works income raising continually.Raised up the problems and the countermeasures at present,such as push forwards system construction according to market,enlarging the area according to the justice principle,introducing strategy investment and realizing diversification of investment main body,probing different model according to local condition,building the system of forest land circulation.
