略论海洋生态文明建设与公众参与

Discussion on the Marine Eco-civilization Construction and Public Participation

当今世界开发海洋经济已成为全球性的战略问题,然而我国海洋产业的发展还处于起步阶段,科技成果的转化率也较低,这些都影响了海洋生态文明的建设,也影响了碳减排目标的实现。本文认为公众参与没有得到有效发挥是导致海洋生态文明建设迟滞的主因,也是导致在碳减排方面没有充分发挥海洋碳汇功能的幕后推手。本文认为建立有效的公众参与机制并完善其运作的外部环境可以有效化解这一矛盾。

Nowadays the development of ocean economy has already been a global strategic issue.However,development of Chinese ocean industry is still in the beginning phase,and the transfer rate of scientific and technological achievements is still low,all the above mentioned will influence the marine eco - civilization building.This contradiction will be settled if the public can be taken part in this movement very well.
