摘要
产业集群竞争力是产业集群优势的直接体现,研究产业集群竞争力必须关注集群竞争优势主导要素作用的充分发挥。本文在分析钢铁产业集群竞争优势主导要素发展演变规律的基础上,突出强调了集群竞争力持续提升的"发展"理念。运用系统科学的理论和思路,具体研究了钢铁产业集群在其系统特征尺度范围内的运行特征,以及系统临界状态分叉点的演进规律。提出了我国钢铁产业集群系统特征尺度范围内的精益战略选择、系统临界状态条件下的临界战略选择及系统功能转换条件下的集群系统功能转换战略,得出了实现我国钢铁产业集群竞争力持续提升的根本途径在于集群系统精益战略选、临界战略及功能转换战略的循序渐进和有机结合。为合理规划我国钢铁产业集群系统不同发展阶段竞争要素体系构建,实现钢铁产业集群竞争力的持续提升提供决策参考。
The competitiveness of industrial clusters is a direct reflection of competitive advantages of the industrial clusters, for the purpose of studying the competitiveness of industrial clusters,we should pay attention to the full use of leading elements of the competitive advantage of clusters.Based on the development and evolution about the leading elements of the competitive advantages of the Iron & Steel industrial clusters,lay stress on the ' development' concept that the competitive advantages of clusters sustainable improve.By applying systematic science theories and thoughts,this article studies on the operational characteristics of the iron & steel industrial clusters in its characteristic scales,and the law of evolution of the systematic critical state bifurcation points.The article brings up concluded that the following strategies of the Iron & Steel industrial clusters:Lean strategic choice in the scope of systematic characteristic,critical strategic choice under the condition of critical state and the functional conversion strategy under the condition of the system functional conversion.Then offers a conclusion that the fundamental approach to acquire the competitive advantages of Iron & Steel industrial clusters sustainable improving are to work up and organic combinate of the three strategies.The references for reasonable planning the structure of competitive elements system in different phases and the competitiveness sustainable improving about the Iron & Steel industrial clusters have been offered.
