摘要
在推进我国农业现代化建设进程中,农地制度创新的目的不是要危及或取消农村家庭经营,而应是在保持其存在和维护其权益的基础上,使农地制度更具有包容性和扩展性,以适应农业适度规模化、农村工业化和城镇化发展的需求。研究分析表明,我国农业人口较多的国情及土地流转对工业化的依附性,就决定了土地流转不能成为破解"三农"问题的中轴制度工具,若政府以政策利好推进土地规模化流转,势必引致逆政策预期的社会风险;而农地合作能够兼顾农业效率提升和农村工业化、城镇化发展的要求,成为以工补农、以农稳工的制度联结纽带。农地制度创新就是要建立以农地合作为中轴、联结千家万户家庭经营的农业和农村工业化的政策支持体系,走出一条适合国情的、由农民主导农业现代化和农村工业化的特色之路。
In the promotion of our agricultrual modernization farm land innovation aims to make farm land system more inclusive and more extensive on keeping family management existence and maintaining its lawful right instead of endangering or abolishing it in order to meet the need of agriculural moderate scale management,rural industrialization and town development.Research work shows that the situation of agricultural share of China's population making a majority and the subject of land contracted right transfer to industrialization make land contracted right transfer not to become a mainstay system tool by which problems of peasant,agriculture and contryside could be settled down.If local governments push on scale the land contracted right transfer some social risk of policy anticipation conversed would happen.On the contrary the farm land cooperation system could attend to not only the rise of agriculture in productivity but also the need of rural industrialization and town development,and becomes a system tache between industry reinforcing agriculture and agriculture stabilising industry.The innovation of farm land system is to erect a policy supporting system of agricultural modernization,rural industrialization and town development which hinges on the middle axis of farm land cooperation system and reach to thousands upon thousands of rural management families,and forming a characteristic path according with China's situation and by which agricultural modernization and rural industrialization could be dominated by peasants.
