科技型中小企业的生存和发展一直是社会各界所关心的热点问题之一。本文通过现状分析认为,在金融危机的背景下,技术创新和融资是制约科技型中小企业可持续发展的关键因素。并首次应用双"三螺旋"模式,从一个崭新的视角研究科技型中小企业的定位、发展。在创新三螺旋模式中,大学是推动科技型中小企业技术创新的第一推手,在融资三螺旋模式中,银行是科技型中小企业的创新活动的资金支柱。在这两个模式中,政府在各要素之间起到平衡作用,实现两个三螺旋的协同效应。

The survival and development of small and medium S&T enterprise have been widely concerned in the world.Based on the current situation,during the monetary crisis technological innovation and floatation of loan are key factors for the sustainable development of small and medium S&T enterprises.Applying the triple helix model for the first time,researching the positioning and development of small and medium S&T enterprises.In the triple helix model of innovation university is the driving force.In the helix model of financing bank is the driving force.In the two models government intervention play an important role and form synergies synergistic effect.
