This paper puts forward some suggestion on improving the profitability of small and medium construction enterprises from ten aspects, such as increasing consolidated supervision to construction industry to ease excessive market competition, strengthening the normalization and supervision to construction unit's acts to protect the legitimate rights and interests of enterprises, improving the regulation and supervision mechanism to intermediary organization to ensure that its practice is fair, and so on.
