Started with the concepts of claim and counter claim,the kinds of the clients'counter claim,the types of project delay,the responsibility identification,and the effects of engineering delay to the employer are analyzed concretely.The employer's engineering delay loss is discussed,setting up a mathematic model which providing theory basis for the engineering delay claim quantity in clients'counter claim.
