改革开放头 2 0年 ,形成了以沿海地区优先发展为重点的经济非均衡发展战略。这一战略的实施取得了辉煌的建设成就 ,但也派生出地区经济在发展中扩大差距、收入分配在增长中出现倾斜、消费水平在提高中产生断层、产业结构在优化中升级滞后、市场环境在完善中局部瓶颈等制约未来经济持续发展的问题。为了拓展未来经济发展的时间和空间 。

The economic unbalanced strategy inclined to the coastal areas has formed in the first two decades of China's reforming and open up.The implementation of this strategy has made considerable achivement,but also has caused many problems blocking economy continous development,such as, the extending gap in development course, the incline in income and distribution in increase course ,the break of consuming level in the improvement,the diapause of industry structure in optimization and regrouping course,the part blocked in the market circustance improvement,etc.In order to extend the time and space of future economy development,the strategy should be changed from the unbalanced development in the coastal areas to the balanced development focused on the West in China.
