行政程序的价值是近年来行政学界讨论的热门话题之一 ,学者们普遍认为行政程序有公平价值、公正价值、公开价值等 ,却没有把效率价值放在核心地位来认识。而研究得出行政程序应追求效率价值的结论 ,并从程序与效率的关系、行政程序中效率价值的表现。

The value of administrative procedure is one of the hot topics which has been discussed in recent years in the administrative academic. Scholars generally believe that the administrative procedure has the fairness value, justice value and open value. However the efficiency value isn't regarded as the core of the values of administrative procedure. Thereby it concludes that the administrative procedure should pursue the efficiency value and fully justifies the opinion concluded by the relation between the procedure and the efficiency, the demonstration of the efficiency value of the administrative procedure and the meaning of efficiency to the legislation of the administrative procedure.
