澳门自16世纪中叶葡萄牙人据居以来,尤其是鸦片战争后葡萄牙在澳门实施殖民管治后,已沦为半殖民地半封建社会,且由于其政治法律地位长期的模糊性,社会形态更加复杂,因此,澳门的现代化同样面临如何改造传统政治结构和权威形态的问题,更加需要理顺政府与民间社会的关系,建构一个健康的市民社会。
