论乡村地痞对农村基层行政的影响

Rural Rascaldom and Its Impact on the Village Administration

文章从地痞势力和在当代乡村中国的泛滥这一事实出发,点明了涉足这一题域的意义。在简单回顾了历史上乡村行政的动作模式之后,文章依照历史的脉络,重点对乡村地痞这一特殊角色群体之于当代中国农村基层行政的影响进行类型学的分析,认为其各种作为必然破坏国家的统治基础,动摇政权的合法性。文章最后对这一转型期现象的生成原因作了考察,并尝试提出若干对策。

Local rasraldom has gone rampant in China' s rural areas, a fact fact which serves as the point of departure for the present analysis.Based on a historical review of the operational modes of the rural administrations, this paper studies the role of local ras-caldom as a social force, its origin and its destructive impact on the grassroot - level administrations in China' s villages.Some policy suggestions are given at the end of thepaper
