面对高科技、高竞争的２１世纪，必须构筑面向知识经济时代的特教管理体系：①实现从小步子、多循环向规模发展的转变；②牢固树立人本思想，建立激励与约束有机结合的效率机制；③运用科学方式和科技手段强化管理。

It is necessary to construct a special education management system to face hi tech and high compititive 21st century as an epoch of knowledge economy.First,a large scale development mode should be formed from small step and multi cycle one.Second,based on the thought of manpower capital,an efficiency promoting mechanism as a combination of motivations and restrictions should be established.Third,the management shall be strengthened by scientific mode and scientific technical tools and a cooperative mode should be developed.
