本文探讨了可持续发展战略中人口领域立法与实施的问题。提出人口问题是我国可持续发展战略的基本问题，解决人口问题的立法是可持续发展法律体系的集合点。我国人口立法与实施的主要任务是从人口领域的实际出发，用民法手段规范人口生产解决人口领域的主要问题。人口立法与实施要正确反映人口生产与经济发展相互依赖的原则，促进经济发展与人口的协调统一；要体现优生优育的原则，确保人口素质提高的实现；要体现“控制人口与优化结构”相统一的原则，使之有利于人口的未来发展；要体现从多民族、多发展层次实际出发的原则，促进各民族、各地区共同发展；要体现依靠科学技术的原则。

This paper is about the drafting and implementing of related laws in the population area in the context of sustained development. Attaching utmost importance to the population issue, the paper points out that legislation enactment in the population area is essential for the shaping of the legal system required by sustained development. We must, proceeding from the actual situation in the population area, resort to Civil Law items to bring reproduction under control and solve problems arising from overpopulation. The legislation enactment in the population area must reflect the balance between economic development and population growth. It must take into account the eugenics principles, the increase of the population quality and the needs of the multinationalities. Also, it must take advantage of the fast developing science and technology.
