This paper,based on an on- the- spot investigation in Hongkong,Macao,Southeast Asia countries,Mid- eastand African countries and a dynam- ic analysis of the marketsituation there,proposes corresponding countermeasuresforfurther development in foreign engineering contracting for Shanghai enterprises.
