我们在酝酿和起草《浙江省民办中小学管理条例》(草案)过程中,涉及的问题不少,且常常意见相左,争论激烈。具体涉及的问题主要有以下几方面。一、若干分歧 (一)贯彻《中国教育改革和发展纲要》

When 'Regulations Governing Non—Government School System in Zejiang Province(draft)' was under discussion, participants disputed on many issues heatedly. These disputed issues include: how to consider the meaning of'for a non—profit purpose'; which one should be the legal representative for the sponsor, school board and principal; what kind of nature fees and tuition handed in by students should be possessed. The paper points out tentatively what kind of government behavior should be standardized, what kind of legal interests and rights of schools should be protected.
