摘要
从制度的角度，分析了我国目前的制度安排在旅游资源保护方面留下的缺口，强调了地方政府在这一缺口中的特殊功能，这一结论性的认识，为我国在转轨时期如何实施旅游资源保护。
The paper analyzes the insufficiency of the arrangement of institution in the field of the protection of tourist resources and underlines the special function of local government in solving the problem. The author′s viewpoints in the article provide a new way of thinking for the protection of tourist resources in our country during the period of transformation from planned economy into market economy.
