摘要
从50年代党对国家领导方式的演变过程中可以看到:形式上是强化了党的领导,实质上是严重损害了党的威信,削弱了国家制度化的合乎程序的竞争与制衡。党政两套机构同步增长,助长了官僚主义。作为一个重大的历史课题,值得我们进一步加以研究与总结,从而加强与完善党对国家生活的领导的前进方向。
The leadership of CPC in the fifties strengthened to such an extent that it did more harm than good to the popularity it enjoyed among people. Also power has been over-centralized and any formal restriction of it has been rendered invalid. As the party and the administration goes hand in hand,bureaucracy permeates every aspect of social life.Now it's high time that the Party remoulded its leadership.
