摘要
本文作者提出:人的本质特征,构成了人必须发展自身的内在需要和压力;“人的平等”,主要是指人在发展自身时其权利和责任上的平等。然后,作者试图阐明:“人的发展平等”,是特殊教育获取物质资源的思想基础,因而,它也是“人道主义”之外。

The author thinks that human′s nature makes him develop his innate potential;and human′s equality means that everyone has equal rights and duty on his development.Based on this,the author tries to prove that the idea of ' Human′s Equality on Development',should become the ideological basis and another fundamental idea when special educations obtain indispensable social resources.
