本文通过总结我国建国以来的残疾人特殊教育立法的进程，分析当前我国残疾人教育立法的必要性。

Based on the history of legislation on education for disabled people in China and abroad,the significance of improving it is discussed in this article.Some measures are proposed to establish a perfect legislation system on education for disabled people in China.
