社会治理视角下网络社会秩序生成机制探究

The Research in The Generation of Internet Social Order Based on The View of Social Governance

秩序是人类延续、社会进化的基础。伴随网络社会的崛起,网络社会秩序的供给成为重要的研究命题。为探究网络社会秩序生成机制,论文首先阐明了社会秩序生成的传统分歧,指出以主体多元、协调互动为理念的治理理论成为研究社会秩序生成的新范式,治理与网络社会运行十分契合,从历时态看网络社会秩序的生成经历了一个从网民内生自治秩序、业界技术规范秩序到政府管制秩序的分层演化过程,就共时态而言这几种秩序同时并存、彼此耦合,共同构成了网络整体秩序;基于这一分析框架,论文深入分析了网络社会秩序生成的自组织机制、演化机制、管制机制和治理均衡机制,提出网络社会秩序的生成在于网民内部共识的达成、业界经济理性与技术理性的双重发挥、基于国情的自治与管制之间政府定位的恰如其分选择,以及多元治理主体间按照协商民主原则展开的持续耦合互动;论文最后提出网络社会是由网民、互联网企业、政府等行为主体耦合成的复杂大系统,协同治理是复杂系统管理集成方法,网络社会的协同治理策略就是建构起主体多元,手段多样,机制自律、他律和互律相耦合的系统管理体系。

The article clarifies the traditional divergence in the generation of social order firstly, points out that the governance theory within the concept of diversified coordinated interaction between subj ects has become a new paradigm for research in the generation of social order,and then the article analyzes the correspondence of governance and internet social activities.Based on above,the generation of internet social order experienced a evolutive process from autonomic order of netizens,technical specification order of in-dustries,to the order controlled by government in the diachronic view.While in the synchronic view,these kinds of orders can’t replace each other,but exist meanwhile and constitute the whole internet order.Under this ana-lytical framework,the article further analyzes the self-organizing mechanism of netizens’autonomic order,evo-lutionary mechanism of industries’technical specification order,the government regulation mechanism of exoge-nous order and internet society governance equilibrium mechanism of complete order.Finally,the article comes up with that strengthen the social governance of internet is netizens,internet companies,and government as the subj ect play their role and the function of mutual consultation,and constructs the internet society coordinated management strategy based on the trinity of self-discipline and heteronomy and mutual discipline.
