区际产业转移背景下中部六省发展环境研究

Study on Development Environment of the Six Provinces in Central China under the Background of Regional Industrial Transfer

沿海产业向内地的大规模集中式迁移和"十二五"规划期相关宏观调控政策的支持,使中部六省迎来了前所未有的、实现跨越式发展的重大战略机遇期和发展黄金期。文章在区际产业转移背景下,从发展硬、软环境两个角度出发,构造了由10个子环境组成、包含90个分项指标的综合评价体系,利用熵值法对中部六省的发展环境做了系统的比较分析。结论是中部六省发展子环境各具优势,总体上与东部存在差距但某些关键性具体指标上存在的优势是吸引产业迁入的动因。认为正确处理中部区内竞合关系事关未来中部整体发展大局,建议以理清政府和市场关系为核心,打破地方保护、尽快建立省际战略合作框架机制,依据各自发展环境比较优势进行区域总体规划,重点加强软环境建设,在重视投资环境的同时,关注人居环境的改善,在承接产业转移过程中,慎重评估移入产业的资源消耗和环境污染排放。

The six provinces in centralChina are facing a brand new phase of great opportunities and development.Under the background of regional industrial transfer,and from the perspectives of developing the hard and soft environment,the paper built a comprehensive evaluation system composing of 90sub-item indexes and 10sub-environments,and then made a systematic analysis of the development environment of the six provinces by means of the entropy evaluation method.It made a conclusion that,in general,there exists gap between the development environment of the six provinces and that of the eastern provinces.The subenvironments of the six provinces show their respective superiority,and it is the superiority that attracts the industrial immigration.It believed that the competition and cooperation relationship is closely related to the overall development in the central areas,and suggested that,we should concentrate on clarifying the relationship between the government and market,breaking the regional protection and establishing the interprovincial strategic cooperation framework in the least time.In the meantime,there should be a regional comprehensive planning according to their respective comparative advantage of development environment.Also,both the development of the hard and soft environment should be taken into account with the emphasis on the development of the soft environment,which means that we should pay attention to the human settlement while improving the investment environment,and which requires cautious assessment on the resource consumption and pollutant emissions when the industry moves in.
