全球化、全球参与和世界一流大学建设应关注的问题 被引量:13

摘要 进入21世纪以来,"全球化"、"研究型大学"、"世界一流大学"和"全球参与"等成为了广泛用来描述影响目前国际高等教育发展新动向的重要概念。从这些概念中,人们可以看出在知识密集型社会中,全球化和高等教育的紧密关系。然而,全球化不是一个代表公平和公正的概念,不同国际组织对全球化的定义或解释都表现出不同的重要概念价值观或价值取向。因此,全球化对世界各国高等教育的影响也不总是积极的。目前,在高等教育的全球竞争中,一些发达国家的研究型大学和教学型大学利用各自的优势抢占全球教育市场,尤其是全球研究型大学在知识创新和高层次人才培养中的跨国运作已超出了传统国家概念。本文将对全球化内涵和外延、研究型大学的全球化特征和发达国家高等教育的全球参与政策等相关问题进行分析和讨论,探索我国世界一流大学建设的必要条件。 Since the beginning of the 21century,globalization,global university,global research university,the building of world-class university and higher education globalization are frequently used to describe the new development of international higher education.From all these concepts,one can find that in knowledge intensive society,globalization and higher education are highly related.But globalization is not for equality and democracy,it carries different values and ideas when it is defined by different international organizations.Both the World Bank and OECD look at the globalization from a political economic point of view,while others might look at it from educational and cultural point of views.Especially when some developed countries like UK,Australia and US use higher education as an important export and import industry for economic recovery,globalization become an easy force to push higher education going global.This paper will address the issues related with globalization and global research universities,to look at the conditions of building world-class university in China.
