代际正义视域下养老保险制度转型研究

On the Transformation of Social Pension from the Perspective of Intergenerational Justices

养老保险制度应遵从代际正义为基本价值要义,代际正义包括代际公平和代际正义,其中代际公平是代际正义乃至社会可持续发展的本质和基本要求,而代际效率价值则无法担此重任。伴随农村居民与城镇居民基本养老保险制度的全覆盖,我国养老保险制度的普惠性正得到日益明显的体现,然而代际之间的负担不公问题尚未找到有效解决方案,代际冲突日益凸显。

As social practices and public policies related to the commons'interests,pension insurance system should take intergenerational justice as its basic value of justice.Intergenerational justice includes intergenerational equity and intergenerational efficiency,of which the former is the nature of sustainable social development and basic requirements of intergenerational justice,and the latter can not undertake this task.With the combination of urban and rural pension insurance system,China's basic old-age insurance system is becoming increasingly inclusive,but there is no sound solution to the unfair burden between generation and generation with the intergenerational conflicts on the rise.
