基于全球主权债务危机视角探讨我国地方政府债务问题

Discussion on the Local Government Debt in China with Reference to Global Sovereign Debt Risks

目前主权债务寒流侵袭世界经济,其中地方政府债务问题已成为一个世界性难题。就中国而言,当前多地财政债台高筑,使得很多经济政策和措施在执行中难以首尾兼顾,成为中国经济改革和社会发展过程中的压力和掣肘。可以说,中国地方政府债务风险在动态的累积中若得不到及时化解,很有可能在某个临界点爆发,成为经济安全和社会稳定不可小觑的隐患。所以关于地方政府债务问题不能不引起我们的关注和深思。在深入分析中国地方政府债务规模、成因及特征等基础上提出了化解地方政府债务风险的建议。

The cold snap of sovereign debt hit the economy all over the world and local government debt has become a worldwide problem.Currently China is confronted with high financial debts,making impossible the implementation of economic policies and measures and consequently turning them into pressures and constraints.It can be said that the dynamic accumulation of Chinese local government debt risks,if not resolved timely,will break out at certain point,thus constituting a hidden threat that might shake the whole economic security and social stability.It is suggested that local government debt should be given enough attention;after in-depth analysis of the causes and characteristics of local government debt,solutions to the local government debt risks is recommended.
