社会嵌入与地方政府创新之可持续性——公共服务创新的比较案例分析

Social Embeddedness and the Sustainability of Local Government Innovation

本文分析地方政府创新难以为继的原因,同时提炼地方政府创新持续力的来源。在回顾分析了有关创新持续力的文献之后,提出了"社会嵌入"这一变量,即创新要与现有的社会结构、社会诉求进行嵌入。随着"嵌入"的进行,一方面能将社会力量与公众纳入创新的设计与实施过程中,另一方面也使得政策创新能与现有的社会环境进行良好的对接,并逐步融合,最终对原有的社会体系进行改善与提升。随后,运用中国地方政府创新奖的案例库,从中选取公共服务创新的案例进行了比较分析,进一步论证了"社会嵌入"对创新持续性的决定性影响。

Governance innovation is one of the most important governance behaviors of local government in China. Recently,various kinds of innovations appears,but more of them could not be sustained. This research focuses on the sustainability of local government innovation by analyzing its causes. After reviewing the extant literature of China's government innovation,this research proposes a causal variable: social embeddedness,which means that the innovation should be embedded into the current social structure. With embedded innovation,it can mobilize the social forces and the public to join in the design and implementation of innovation; it can also well connect the innovative governance behavior with current social reality,and further promoting sustainability of innovation. This hypothesis is further tested with comparative case studies from China local government innovation awards.
