上海合作组织的机遇与挑战——第十一届中亚与上海合作组织国际学术研讨会综述

2008年全球金融危机发生后,国际格局出现了微妙的变化,发达国家软硬实力相对下降,新兴经济体综合实力显著上升,使上海合作组织面临的外部环境发生着深刻的变化。从中长期看,维护欧亚大陆腹地、特别是中亚地区的安全与稳定仍然是上海合作组织各国的第一任务。目前,上海合作组织在经济层面的首要任务是加强务实合作,促进贸易投资便利化,构建"丝绸之路经济带"。同时,进一步推动文化合作,促进民心相通,将为上海合作组织的深入发展奠定更加坚实的文化基础、民意基础和社会基础。

Since global financial crisis happened in 2008, subtle changes have taken place in international pattern, soft and hard powers in developed countries diminished and marked increase in the overall strength of rising economy to effect profound change in external environment facing Shanghai Cooperation Organization.(SCO) Judging from mid and long term, maintaining security and sta- bility in Euro-Asia heartland, especially central-Asia region remains the top agenda of the S.C.O member states. At present, the top agenda of SCO in economic dimension is to intensify pragmatic cooperation, facilitate trade and investment and construct 'economic belt of the Silk Road'.In the meantime, to further cultural cooperation and promote non-government communication, which will lay more solid cultural, opinion-poll and social foundation for SCO further development.
