图情档视角下政府信息公开研究综述

An Overview of the Researches on Government Information Publicity from the Perspective of Library and Information and Archive

《中华人民共和国政府信息公开条例》的实施使图情档学界对政府信息公开的关注达到白热化程度。基础理论研究关注《条例》本身和信息公开中知情权和隐私权的平衡与冲突,应用研究则关注政府信息目录与指南的编制和相关技术问题。图书馆参与政府信息公开的优势在于自身的公共性,最大障碍是信息收集机制不健全。而这正是档案馆工作之所长,但《条例》与档案法的冲突使档案工作者在实际档案开放利用工作中无所适从。研究的不足在于研究的深度、广度还不够,且图情与档案专业的研究"各自为政",需要加强学科间的合作与对话,共同做好政府信息公开工作。

The fields of library and information and archive have given more attention to government information publicity than ever before since the Regulations on Government Information Publicity of PRC was brought into effort. The study on basic theory focuses on the balance and confliction between right to know and right of privacy,while application research pay attentions to categorizing and cataloguing of government information and some related technologies. The superiority of library in government information publicity come from its public attribute,but the biggest obstacle is how to collect all of information concerned. But the problem has been solved by archives. However the confliction between the regulation and the law of archive causes some embarrassments in the work. The deficiencies of the research are the following. It is the scope and depth of attention which should be put more efforts to,and the cooperation among the three disciplines should be strengthened. Only in this way would the work of opening government information be done better.
