The paper takes emphasis on analyzing the supply and demand mechanism,operating mechanism,support mechanism,distribution mechanism,control mechanism and feedback mechanism of the consortium of Libraries in Jilin,explores the interacting relationship of the mechanisms and on this basis,proposes the countermeasures which promote the development of the consortium.
