摘要
统计观念的创新是统计体制、统计方法、统计科研改革的先导。本文从如何发挥统计整体功能的角度阐述了统计观念创新的几个方面的问题。
The creation of statistical idea is the leader of the system of statistics,the methods of statistics and research and reformation of statistics. This paper states several aspects of the creation of statistical idea from the angle of how to play the full function of statistics.
