地县级新城市总体规划和建设的几个问题——以山西原平市为例

Several Problems on Urban District Planning and Building in a New Established Prefectural and County Scale Municipality

探讨地县级新城市市区总体规划主要涉及的５个问题及城区建设的１０个重点，侧重论述了新城市（包括新设、新建、新区）的城区道路网和交通网的总体规划和建设要考虑主轴交通（模式）的形成，城市生态环境的建设，除了扩大绿地面积，还应扩大无污染水域的面积，并兼顾它们的分布。另外在目前市场经济形势下，新城市规划还要重视交易市场与商业中心、综合信息中心、经济技术开发区等的建设。

The article probe into the five problems and the ten essential points of whole urban district planning and building in a newextablished prefectural and county scale municipality. In a new city (newestablished municipality, new building city, new city district),the whole planning and building of the street networks and traffic networks should be according to mainstem traffic modle, moreover, the urban planning and building also should emphasize construction of dealings markets and business centre, comprehensive information centre, economic and technological developing and open region etc. in the present market economy structure.
