国有企业深化改革的思路选择

国有企业改革的总思路应是:竞争性的国有企业实行非国有化改革,将国有资产全面地退出竞争性的行业、企业;需竞争性的国有企业实行股份化改革,全面建立政府控股、参股的现代股份制公司、企业;垄断性的国有企业实行全资化的改革,实行国有资产委托一代理经营责任制;此外,产权制度的创新应包括产权制度的创新,企业家制度的创新,人力资本制度的创新等。

In regard of the reform of state - ownedventerprises, this author makes the following suggestions: to privatize all the state - owned en-terprises in the highly competitive lines of trade and withdraw all state - owned properties from these lines, to let the semi - competi-tive state - owned enterprises go public, with the government as the biggest or one of the biggest shareholders, to introduce entrust-ment - and - agency system into those state - owned enterprises which enjoy monopoly status, and to expand institutional changes to involve property right, enterpreneurship, human resources and so on.
