中国随着市场经济的发展,社会经济系统已开始逐步与行政系统分离,市民社会雏形依稀可见.但在那些行政权力尚未完全淡出的社会文化领域,如今又不得不从属于另一种更有威力的商业霸权.这意味着,中国的市民社会不仅面临着与行政系统的分化,还存在着与经济系统分离的问题.只有具备了独立意义和自治逻辑的社会文化系统,才能提供一个足以与权力与金钱相制衡的市民社会.而“公共领域”的存在,乃是市民社会重建的中心一环.

Together with economic development, the social and economic sector in China is gradually tearing itself from the administrative sector, and a civil society is taking shape. However, in those social and cultural areas where administrative power has not yet bowed out completely, a still more powerful commercial hegemony begins to qssert clself. This being the case, a civil society should divorce itself not only from the administrative sector, but also from the economic sector. Only a social and cultural sector with sufficient independence and self - governing logic can make up a civil society that stands as a tripartite force against power and money, The 'public sector', when it comes into being, serves as the key link for the building of civil society.
