摘要
本文研究基于改造ＭＩＳ的ＥＩＳ开发策略。探讨了把ＭＩＳ改造为ＥＩＳ的可行性，归纳了ＭＩＳ同ＥＩＳ的主要差别，在此基础上，提出了若干改造ＭＩＳ的具体措施。
This paper discusses EIS development strategy based upon reforming MIS.A feasibility study about this strategy is done first.Then,a series of steps that should be taken to reform a MIS into an EIS is proposed based on a comparison between MIS and EIS.
