Professor Lyle F.Bachman, author of Fundamental Considerations in Language Testing,is now heading the English Language Teaching Unit of the Chinese University of Hong Kong.During the fall semester of the 1995-96 schooling year,Professor Bachman volunteered to conduct a seminar in Language Testing in Practice,with some of his colleagues as chief participants, and the present writer as well.Throughout the seminar,professor Bachman did not hesitate to provide us with an overview of the conceptual bases of language testing.It was held that these considerations must be addressed during any language testing effort.The present writer was also imspired by his critical review of public language proficiency examinations,both local and international, and his evaluation of published language tests for possible use for specific language assessment needs.
