析日本社会体育指导者的培养及资格认定制度

Analysis on Fostering of Social Sports Instructors and the Qualification Confirmation System (QCS) in Japan

日本自二战后，随着经济的发展，政府将体育战略由过去的重视竞技体育，转为重视国民保健体育。相应地制定了培养和认定社会体育指导者的对策方案，目前已培养出数以万计的有一定素质和水平的体育指导者，使日本各领域中的体育事业得到有效运转。分析该国社会体育指导者的培养及资格认定制度，探究这一发展过程的基本特点，了解培养现代体育人才的要求和模式，对于我国实施“全民健身计划”的战略有重要的借鉴意义。

apanese government has shifted sports tactics from stressing competitive sports tonational keep-fit sports along with the economic development since the end of the 2nd world war.Correspondently, the tactics and plans for fostering the social sports instructors (SSI) and thequalification confirmation system (QCS) were set up. Now thousands of the instructors with certainelements and proficiency run the sports course in various areas in japan very well. there is an importantreferencial significance for carrying out“The National Keep-Fit Plan”in China to analyze the SSI'sfostering and the QCS in Japan, to investigate the basic characteristics in the developed procedure andto understand the needS and models for training modern sports talents.
