试论语言文字的法制建设问题

Some questions on law giving for the work of language and script

加速语言文字法制建设，对确保语文工作战略地位、巩固和发展语文改革的各项成果、全面实现“依法推普”和“依法管字”、促进市场经济和两个文明建设具有重要意义。文章分析了加速语文立法的必要性和可行性，提出在努力构建语言文字法规体系的同时，当前特别要处理好语文立法与改革、人大立法与政府法制工作、国家立法与地方立法等关系。制订《中华人民共和国语言文字法》是当前的首要任务，应该尽快筹组起草工作领导小组，着手清理已有的法规、规章，并开展社会语言生活和语文工作现状的调查研究，期以保证该法草拟工作的针对性。

Abstract The accelerarion of law giving for the work of language and script is the guarantee for maintaining the stratigical position of language planning,for consolidation and development of the language reform achievememnt,for realization of 'Putonghua popularization by law'and 'Script management by law',for promotion of market economy and for construction of material and mental civilization.In this paper,the author points out the necessity and possibility of acceleration of law giving for the work of language and script.In the time when we create the law system for the work of language and script,we must very well deal with the relation among the law giving for language work and the refrom,the law giving of the National People's Congress,the law giving of the government,the law giving of the State,the law giving of the location.
