摘要
本文从调控人地耦合机制的全新角度出发,初步探讨了钦州湾经济地域系统的区位特点及其当前人地耦合机制的运行轨迹,提出以调整产业结构和投资方向为手段,着重发展集约化高新农业产业和基础性大工业,重视区域系统内部的地域分工,以防止同质竞争及邻近负效应的产生。
The spacial economic system consisting of Beihai,Qinzhou and Fangcheng port is naturally characterized by the coastal, riverside and frontier geographical locality. At present, the new situ ation of our national reform and open policy under the peaceful development of the internationl community objectively endows the system with the historical opportunity to develop the new short est passage to the sea for southwest China and the south bridgehead of European and Asian conti nental shelf and the east bridgehead of South Asia,by which the system will become the center of radiation and concentration of economic momintum in a few developing countries in East and Southeast Asia.In view of the fact that the system is rich in sub-tropical resources,such as sun shine,heat,water and soil,but lacks the first-class mineral resources, talented personnel and fund with a weak economic infrastructure.it is suggested here that emphasis should be put on the development of a hidly intensive agriculture and a large-scale fundmental industry based on the present coupled mechanism of man-earth relationship whose operating track is basically in or der,by means of the readjustment of industrial Structure and investment orientation with the es tablishment of a perfectly three-dimensional transportation network,in the historic order of the formation of industrial structure.so as to absorb and transfoum the relatively low-level labour forces in the region and avoid the polorization and other kinds of social evils.The geographical di vision of products must be under a macro-control system among the growth centers,especially a mong Beihai.Qinzhou and Fangcheng port,in order to prevent the competition of same charac teric and neighbouring negative effect from happening.
