SOUTH AFRICA'S PEACE COURSE IN RETROSPECT AND PR0SPECT FOR THE YEAR 1992

1992年,南非和平进程在曲折和困难中前进。既取得明显进展,也出现较大波折,经历了一个对话、对抗、再对话的复杂过程。

The peace course in South Africa is advancing in zigzags and difficutltie in 1992, experiencing a complicated process of dialoguing, antagonizing and dialo- guing again, and showing charaeteritics as follows: (1) The two strong politis- cal forces with the ANC and the Nationalist Government of South Africa as the axis are playing a leading role in the peace course; (2) There appears a new process of disintegration and combination of various political forces in South Africa, with the balance of force inducing a change favorable to the peace course; and (3) The active impetus given by the international community to the reconciliation between various parties concerned is playing a more important role in the peace course in South Africa. It is possible for the peace course in South Africa to effect an important breakthrough in the coming new year. There appears to be more probability for the establishment of a national unity government with the ANC and the Nationalist Party acting as the princi- pal part. A pattern of three rival powers in the relationship between the ANC, the Nationalist Party and the Inkatha Freedom Party is taking shape. South Africa's foreign relations are going to see a new development.
