论“非统”——兼论非洲的统一与发展

ON “ORGANIZATION OF AFRICAN UNITY”——WITH A DISCUSSION ON THE UNITY AND DOVELOPMENT OF AFRICA

“非统”,全称“非洲统一组织”,亦称“非统组织”,是一个全非性的非洲国家组织,也是世界上最大的洲一级区域组织。现有52个成员国,在非洲和国际事务中都具有重大影响。 今年5月25日,是非统组织成立30周年的纪念日。30年前的这一天,来自非洲各地的30位非洲国家领导人在亚的斯亚贝巴共同签署了《非洲统一组织宪章》,建立了非洲统一组织。

For the past 30 years since its founding,OAU has accomplished a seriesof great aehievements under the guidelines of 'unity, solidarity, liberationand development' which promulgated in its charter. These achievements aremainly displayed in two aspects: one is OAU'S active support to the Africannationalist independence movement which emancipated the whole continent,and the other is its mediation activities in boundary disputes between Africancountries, which greatly defended the independence and solidarity of Africanstates. At present, Africa is 'in crisis' and confronted with 'serious callenge':Politically, the wind of multy-partyism is blowing over African continent andunprecedented political turbulence and civil wars are taking place in manycountries; Economically, Africa 'has fell into a predicament'. For thesake of stabilizing political situation, developing economy and overcoming crisis,OAU adopts following measures: First, establishing a mechanism of conflictprevention and solution; Second,making preparations for the setting up of Af- rican Eeonimic Community. At the same time, African states under the newcircumstances are making unremitting efforts to 'restore the prestige of OAU'and to promote Africa's unity and development.
